Uruguay’s Navy/maritime authorities provide procedures for vessel arrival and departure clearance. Foreign-flagged recreational craft are also subject to Customs rules on temporary admission and vessel registration. Confirm with the Prefectura and Customs at the intended port which general commercial-vessel requirements apply to a private yacht.

Official vessel arrival/departure procedures can be handled at Prefecturas and Subprefecturas nationwide, with the page stating 24-hour service. This is a general vessel procedure; confirm in advance whether any location can handle international border clearance for private yachts. Cruising guides commonly mention Montevideo and Punta del Este, but those are third-party reports.

Uruguay’s official arrival guidance expressly says people arriving by sea, including crew, and their baggage and vehicles are subject to sanitary-barrier inspection. Controlled items include meat, dairy, animal and plant products, seeds and soil, which require certificates or permits issued by Uruguay’s Ministry of Livestock, Agriculture and Fisheries (MGAP). Pets have separate health-certificate/advance-permit requirements. The page is for general border arrivals; confirm how onboard stores are declared and whether they may remain aboard with port quarantine authorities.

Cruiser information advises declaring firearms aboard in Uruguay, but this review did not find an official, complete restricted-items list specific to private yachts. Arrival procedures

The Uruguay Navy Prefectura’s official procedures for recreational and artisanal fishing vessels require the vessel and relevant people to be registered in SIGEMAR. For arrival clearance, prepare the previous-port clearance (for foreign ports, including Customs and Immigration formalities), crew/passenger lists, vessel registration and certificates, insurance and other applicable documents. Whether a cargo manifest is required depends on the voyage. Follow the government online procedure and the Prefectura responsible for the port area.

Fees and departure

Uruguay’s government online procedure lists the arrival/clearance application for recreational and artisanal fishing vessels as free of charge. However, departure still depends on paying any annual vessel fee or foreign-vessel tax and, as required, showing that there are no outstanding mooring charges/bills with the hydrographic service. “The application is free” does not mean the vessel owes no statutory or port-service fees.
