Overview

Scope

Customs declarations for UK private pleasure craft and people’s entry are handled separately. Reporting coverage differs between Great Britain and Northern Ireland; the Common Travel Area and customs boundary are not the same thing.

Ports of entry / departure

Arrivals in England, Scotland or Wales from outside Great Britain must be reported, except for arrivals from Northern Ireland. The Northern Ireland exception has a different scope; check the official route guidance.

Pre-arrival reporting

Official source checked Checked · 2026-11-03

sPCR online reporting window: For each leg to or from the UK, a vessel must usually submit the official Submit a Pleasure Craft Report online 2–24 hours before that leg departs. Reports can be amended/cancelled; save the new reference number after making a change. This is not a window of 2–24 hours before arrival.

If online reporting is unavailable, use the official email backup template or form C1331 and follow its reporting and landing restrictions. Do not confuse the backup process with the online reporting window.

Immigration

Official source checked Checked · 2026-11-03

When arriving in the UK from outside Ireland, the Isle of Man and the Channel Islands, people who need Border Force permission to enter must not leave the vessel until permission is granted; people with an existing right to enter are treated according to their individual status. Some travellers need a visa or ETA in advance; requirements depend on passport, status and purpose. An ETA is not permission to enter. Great Britain, Northern Ireland and the Common Travel Area do not share one simple customs/immigration boundary.

Keep these three cases separate:

  • Temporary Admission: Qualifying privately used yachts owned by non-UK residents/registered abroad may generally stay for up to 24 months in Great Britain and 18 months in Northern Ireland. It is not automatic for every foreign yacht.
  • Importing a vessel and VAT/duty: A UK official guide updated in July 2026 says importing a pleasure craft and declaring VAT may require form C384 (Vessels). Confirm with HMRC Pleasure Craft Unit whether it applies to your case; an sPCR does not automatically complete an import declaration.
  • Returned Goods Relief: This requires separate evidence of prior tax status and compliance with the conditions.

Biosecurity

Official source checked Checked · 2026-11-03

Pets are a key exception: UK guidance currently says that, in principle, dogs, cats and ferrets may not be brought into Great Britain on a private vessel when travelling from outside Ireland or Northern Ireland; approved routes and special rules apply. Check DAERA guidance separately for Northern Ireland. Food subject to general quarantine restrictions must also be declared.

Restricted items

Official source checked Checked · 2026-11-04

Arriving private yachts must declare animals/birds, prohibited or restricted goods (including some foods), remaining stores, visitors’ goods intended to remain in the UK, excess alcohol/tobacco and qualifying goods bought abroad with a combined value over £270. Failure to declare may lead to penalties or seizure. Northern Ireland and certain routes have separate rules.

Arrival procedures

For reportable voyages, display the yellow Q flag after crossing the UK 12-nautical-mile limit and keep it raised until Customs formalities are complete. Border Force may grant people permission to land remotely; anyone who needs permission must not leave the vessel until it is received.

Fees and departure

An sPCR is also required for the departure leg; submit it online 2–24 hours before departure. There is no single total clearance fee for all private yachts. Check HMRC tax declarations, berthing, agents and service charges separately, and verify temporary-admission deadlines.
