Scope

Norway distinguishes temporary admission of a visitor's recreational vessel for personal use from permanent importation; do not conflate the two or use permanent-import VAT guidance for a temporary visit.

Noonsite's Norway yacht guide, updated October 2025, provides a map/list of yacht ports of entry but its public summary does not name them individually. Before arrival, confirm with Norwegian Customs or SafeSeaNet Norway that the intended port can process border formalities. Large yachts have additional reporting requirements.

Norwegian police require the master of a vessel entering Norwegian territorial waters and bound for its first Norwegian port to notify police no later than 24 hours before crossing the maritime baseline, with a list of everyone aboard. Submit through SafeSeaNet Norway; if unable to log in, contact the police district responsible for the first port directly. Notify police before departure as well and submit an updated list.

Crew and passenger entry

An exemption from customs reporting does not waive personal border inspection, visa or residence requirements. This entry has not verified every condition for entry by sea.

Important 2026 update | European Entry/Exit System (EES): From 10 April 2026, EES is fully operational at the external borders of the 29 countries using the system. Eligible non-EU short-stay travellers may need to register passport details, facial image/fingerprints and entry/exit times. Exemptions apply, and the vessel's flag alone does not determine the outcome. On a private-yacht arrival, confirm how processing works with the actual border-reception port. This does not mean every port in the country can provide direct clearance.

ETIAS status (3 November 2026): The EU says ETIAS is not yet operational and is not accepting applications; it is not currently a travel authorization that must be purchased. Check again when an implementation date is announced.

Vessel customs

Short-term visitors may qualify for temporary duty-free admission of a foreign recreational craft for personal use, provided the conditions are met and it is not used by a person permanently resident in Norway. The linked page says no arrival report to Customs is required when its conditions are met. The vessel should generally leave when the visitor departs; retention, winter storage and other cases are subject to additional rules.

The Norwegian Food Safety Authority says travellers arriving from outside the EU/EEA generally may not bring meat, dairy or products containing them into Norway, with exceptions for some infant/medical foods and specified fish. Plants, fruit, vegetables and seeds have separate phytosanitary certificate/quantity rules. These are personal-import rules, not a complete vessel-quarantine procedure. Declare and confirm stores and animals aboard with the Norwegian Food Safety Authority and Customs.

Norwegian Customs requires permits for cross-border carriage of firearms, parts and ammunition and may inspect them. Many categories require advance police authorization; some weapons are prohibited imports. Harpoon guns, signal guns and onboard defensive equipment may be classified differently. Do not rely on a flag-state permit alone; confirm in writing with Norwegian police and Customs before arrival. Protected-species products, medicines and other controlled items also require separate checks.

Norwegian Customs says visitors and other temporary residents may in qualifying cases bring a foreign recreational boat into Norway temporarily with duty/tax relief. The boat must be for personal use and not used by a person permanently resident in Norway; it should be taken out on departure, although retention may be allowed under specific conditions. If these conditions are met, the visitor does not need to report the vessel to Customs on arrival. Anyone importing a boat must contact Customs immediately on arrival; for arrivals by sea, contact the local customs office. Police reporting of crew/passenger lists is a separate requirement.
