Scope

Nicaragua's Law No. 1023 establishes arrival registration, inspection and navigation procedures for foreign private recreational and sport vessels. Article 12 of Nicaragua's Law No. 1023 requires foreign private recreational/sport vessels to register at their first port, dock or authorized public/private tourist marina and undergo inspection by maritime authorities, IPSA, the Ministry of Health and the Navy, among others. The law establishes a multi-agency process at tourist marinas but does not publish a complete list of locations currently able to clear a private yacht on first entry. Before departure, confirm that the intended marina is currently authorized and can process an international yacht arrival.

Article 12 of Nicaragua's Law No. 1023 requires foreign recreational/sport vessels to register at their first arrival point and undergo inspection by the responsible authorities. Article 15 lists materials for navigation authorization, including an application, authority/representative credentials, vessel registration and applicable certificates, crew list and technical inspection. The law does not set a uniform national ETA deadline in hours or a standard electronic pre-arrival channel. Confirm appointment, filing method, document format and inspection arrangements with the authorized receiving marina.

Crew and passenger entry

Nicaragua's tourism authority provides general traveller guidance requiring arrival through an authorized port and visa checks according to passport nationality; it also refers to passport validity, a tourist card and Central American CA-4 arrangements. This general traveller guidance does not specifically describe yacht crew arriving by sea and is not vessel clearance or shore-leave permission. Check travel documents and visa eligibility for each person and confirm crew/passenger lists and shore-leave procedures with immigration at the seaport.

Vessel customs

Law No. 1023 says qualifying foreign water-tourism craft with valid navigation certificates and lawful entry may use a temporary-import/re-export in unchanged condition regime that suspends applicable duties and taxes. This does not mean all foreign vessels automatically qualify for duty-free entry or may remain indefinitely. There are separate recordkeeping requirements for transit or emergency calls followed by importation of repair parts. Confirm eligibility, documents, authorized period and departure formalities for the vessel with Customs.

Quarantine and biosecurity

Law No. 1023's yacht inspection process involves IPSA, the Institute for Agricultural and Livestock Health Protection, and the Ministry of Health (MINSA), among other authorities. The law does not specify declaration and disposal standards for pets, food, plants, animal products or vessel waste. Before departure, confirm onboard plants, animals, food and waste requirements with IPSA, health authorities and the destination port. Do not land relevant items before authorization. These details remain to be verified.

Restricted items

Law No. 1230 applies to the entry and use of unmanned aerial, maritime and land equipment in Nicaraguan territory and jurisdictional waters; such entry and use require authorization under the law. If carrying a drone, unmanned vessel or similar equipment, confirm permit requirements with the authorities before arrival. This is not a complete restricted-items list for yacht stores; confirm declarations and carriage requirements for firearms, medicines, food and plant/animal products separately with Customs.

Port procedures

Foreign private recreational vessels must register at the first port of call or authorized marina and complete relevant maritime, customs, immigration, health and naval inspections before entry. Law No. 1023 provides for multi-agency coordination and, where available, one-stop service at a yacht marina. Following the 2026 authority reorganization, public information does not confirm a national processing sequence, office hours or current contact number. Before sailing, contact the destination port and the new Directorate General of Water Transport directly to confirm procedures.

Article 25 of Nicaragua's Law No. 1023 sets a two-year validity period for navigation authorization for foreign recreational/sport vessels, with fees based on vessel gross tonnage under DGTA service rates. The responsible authority may also collect applicable service fees. No current fee schedule was found that could be verified, and additional clearance, berth or agent charges at individual ports have not been confirmed. Before departure, request a written quotation for the vessel from DGTA and the destination port, and confirm outward clearance and payment receipts.
