Tổng quan
Montenegro's government yacht guidance and Yacht Law require a foreign yacht entering Montenegrin waters to proceed by the shortest route to a designated port open to international traffic, complete border inspection, have crew/passenger lists certified and apply for a yacht vignette. The harbour master may require copies of some documents before arrival. Follow current instructions from the Montenegrin maritime authority for designated ports, forms and arrangements.

Montenegro's official tourism information lists the following maritime border crossing points: Bar, Zelenika, Kotor, Tivat (Porto Montenegro), Kumbor (Portonovi) and seasonal Budva (1 May–30 October). This is the published official port information; before departure, confirm the port's opening on the intended date, whether it can receive this vessel and the actual clearance berth.
Article 72 of the Border Control Law, effective 20 October 2026, requires international sports and recreational vessels entering Montenegrin territorial waters, except in innocent passage, to proceed by the shortest route to the nearest maritime border crossing for inspection. This legal requirement takes precedence over reading the list as permission to choose any arrival port.

Article 72 of the Border Control Law says that after a recreational vessel reaches a port with a border crossing point, the list of people aboard must be submitted to border police no later than after berthing. If special circumstances permit entry to a non-border port, the list must be forwarded to border police through the harbour master, along with vessel technical details and the list of people aboard. The article does not set a uniform pre-arrival ETA deadline for recreational vessels.
Do not apply advance-list deadlines elsewhere in the same law for cargo, passenger or cruise ships to private yachts. Confirm with the nearest maritime border crossing and harbour master whether an agent must report in advance, which form to use and whom to contact.

Article 20 of Montenegro's Yacht Law requires a foreign yacht to complete border inspection at a designated international port and obtain a yacht navigation permit (vignette) from the harbour master. Application documents include the form, vessel registration, qualifications of the master and crew, third-party liability insurance, proof of ownership or authorization, and proof of payment of the navigation-safety-facility fee and administrative fee. A yacht that has not completed formalities must remain at the designated port. The navigation permit under this law is separate from border inspection and customs temporary import procedures for the vessel and goods aboard.
Article 72 of the Border Control Law separately sets the border route, crew list and vessel technical-data requirements after a recreational vessel enters territorial waters. The material reviewed here does not establish temporary-import periods, guarantee or re-export formalities and does not provide a uniform total yacht cost. Confirm separately with the harbour master and customs.

Montenegro's yacht guidance requires a veterinary certificate issued by the competent authority in the animal's country of origin when animals are carried aboard. Non-commercial entry of cats and dogs may also require identification, a pet passport, rabies vaccination and other conditions; check requirements based on the animal's origin. Public yacht guidance does not provide a complete quarantine list for food, plants, animal products or waste aboard. Confirm requirements with veterinary border inspection and the destination port before departure.

Article 72 of Montenegro's Border Control Law (effective 20 October 2026) requires international sports/recreational craft entering Montenegrin territorial waters, except in innocent passage, to proceed by the shortest route to the nearest maritime border crossing for inspection. A recreational vessel may enter a non-border port only if, in special circumstances, permission is obtained from the nearest or reachable harbour master, or in a force-majeure situation; the harbour master must notify border police at the nearest crossing. The list of people aboard must be submitted no later than after berthing. For inspection, provide a document with vessel technical information and a list of people aboard; return a copy to border police on departure.
Before arrival, contact the harbour master and border police to confirm current communications, boarding inspection and berthing arrangements. This describes border-control procedures and does not replace customs, immigration or yacht navigation-permit formalities.
