概要

Madeira is an autonomous region of Portugal and follows Portuguese and EU yacht, border and customs rules, with additional regional and port regulations possible. Article 52 of Portugal's current Legal Regime for Recreational Boating (Decreto-Lei n.º 93/2018) says crew, other people aboard and their baggage remain subject to EU and Portuguese border controls, whether or not they are EU residents and regardless of the vessel's origin or destination. Marina, recreational-port and other yacht-berth operators must also report yachts travelling to or from a third country to maritime, border and customs authorities through Latitude 32. Before departure, confirm with the harbour master, border/customs authorities and marina at the intended port whether it handles formalities for this voyage, what procedures apply and when it is open. Port rules are not immigration or customs permission.

Ports of entry and departure

Portugal's Ordinance No. 322/2023 (Portaria n.º 322/2023) lists Marina do Funchal as maritime border crossing point PF 208, an official maritime border-check point in Madeira. The EU Practical Handbook for Border Guards specifically covers recreational craft: recreational vessels arriving from or departing to outside the Schengen Area must follow border rules and have people aboard checked at a designated border crossing point. A non-border port may be used only in exceptional cases, such as force majeure, with the port authority contacting a nearby designated point as set out in the handbook. Confirm arrival arrangements, opening hours and berth availability in advance with Marina do Funchal, GNR border control and the Funchal Harbour Master. Its designation as a border crossing point does not guarantee reception at any time, berth availability or automatic customs formalities.

Verification status: Officially checked online. The official maritime border-crossing point and recreational-vessel border rules were checked; confirm specific arrival arrangements separately.

Pre-arrival notification

A private recreational vessel arriving from or departing to outside the Schengen Area must follow Schengen border rules and have people aboard checked at a designated border crossing point. Madeira's officially designated point is Marina do Funchal (PF 208). The EU Practical Handbook for Border Guards says calls at non-designated points are limited to exceptional cases and require the port authority to contact a nearby designated point; do not use an emergency exception as a routine arrangement. Before sailing, contact Marina do Funchal, GNR maritime border control and the Funchal Harbour Master to confirm documents, advance contact method, border-control hours, berthing permission and current arrangements. Official information reviewed does not establish a single advance-notice deadline for all private yachts.

Verification status: Officially checked online. The designated port and recreational-vessel border procedures have official support; confirm advance-notification channel and timing with the authorities.

Crew and passenger entry

For each person, confirm with the Madeira receiving authorities passport validity, visa or prior authorization according to nationality, eligibility to arrive by sea, permitted stay dates, and arrangements for crew changes and disembarkation. Visa-on-arrival rules for air passengers, cruise-ship group arrangements or one nationality's travel account must not be generalized to everyone on a private yacht. Vessel stay and personal immigration permission are assessed separately. No general visa-free assurance is given here.

Important 2026 update | European Entry/Exit System (EES): From 10 April 2026, EES is fully operational at the external borders of the 29 countries using the system. Eligible non-EU short-stay travellers may need to register passport details, facial image/fingerprints and entry/exit times. Exemptions apply, and the vessel's flag alone does not determine the outcome. On a private-yacht arrival, confirm how processing works with the actual border-reception port. This does not mean every port in the country can provide direct clearance.

ETIAS status (3 November 2026): The EU says ETIAS is not yet operational and is not accepting applications; it is not currently a travel authorization that must be purchased. Check again when an implementation date is announced.

Vessel customs

Some accounts say that non-EU vessels receive a transit log; this is not proof of a universal duty-free entitlement. Eligibility depends on the vessel's registration, the user's residence and the actual route.

EU vessel customs temporary admission (Temporary Admission; separate from a person's stay): A qualifying privately used yacht registered outside the EU customs territory and used mainly by an eligible resident outside the EU may normally be used temporarily within the EU customs territory for 18 months with relief from customs duty/import VAT. If eligibility conditions are not met, the yacht is put to commercial use or it is not re-exported on time, taxes may become due. This is not an 18-month visa for people aboard.

EU territorial scope: The European Commission confirms that Portugal's Azores and Madeira are both within the EU customs and VAT territories. Vessel-specific temporary import, personal entry and local maritime/port charges must still be assessed separately.

Madeira is part of Portugal and the EU, so EU rules apply to animal and plant products brought by travellers from outside the EU. Meat and dairy are generally prohibited; plants, fruit and vegetables, seeds and similar items generally require a phytosanitary certificate, with limited exceptions for certain fruit. Islands may have additional plant-health measures. Confirm requirements for stores and pets aboard with local customs/plant-health authorities in Madeira.

Madeira, as part of Portugal and the EU, applies EU wildlife-trade controls. Protected species and products may require advance CITES/EU permits; cross-border transport of firearms and ammunition must also meet Portuguese national authorization requirements. Do not rely on a permit from the country of origin alone. Confirm with local customs and the licensing authority.

No uniform total arrival or departure clearance price for foreign private yachts throughout Madeira was found. Funchal Marina's tariff effective 1 March 2026 lists daily transit/non-local berth rates by vessel length: up to 6 m, €10.27; 6.01–8 m, €18.74; 8.01–10 m, €19.74; 10.01–12 m, €24.63; 12.01–15 m, €34.92; 15.01–18 m, €52.38; 18.01–20 m, €67.96; over 20 m, €93.83. Catamarans, greater beam, extra services and taxes may increase the charge. This schedule covers Funchal Marina facilities/services, not customs or border clearance, and does not represent rates at other Madeira ports. Portugal also has statutory border and customs procedures, but no uniform legal departure fee for private yachts was confirmed. Before departure, check berth, services, taxes, exit declarations and all applicable charges with the marina, harbour master and customs/border authorities at the intended port.

Verification status: To be confirmed. Funchal Marina's current berth tariff was checked; total private-yacht clearance and departure costs across Madeira remain unverified.
