Navigational safety notice (not a real-time alert): Port operations, security conditions, international sanctions and insurance coverage in this region may change at any time. Before departure, check your flag state's travel advice, navigational warnings (MSI/NAVAREA), maritime security information and your vessel's insurance terms. This database does not provide real-time clearance to transit.

Ports d’entrée et de sortie
Ports of entry and departure
Ports listed as operational by the Libyan Ports and Maritime Transport Authority (LPMA) include Tobruk, Khoms, Misrata, Tripoli, Benghazi and Zuwara. Customs law requires vessels to use designated ports, but the port directory does not confirm which ports receive foreign private yachts or provide yacht arrival clearance. Before departure, confirm with the intended port, customs and immigration whether the yacht may enter, where formalities can be completed and what berth is available.

Déclaration préalable à l’arrivée
Pre-arrival notification
Libya's Customs Law includes requirements for vessel arrival and cargo advance notices, manifests and accompanying lists; advance declaration or document-submission deadlines apply in some cargo cases. Public regulations do not say whether those commercial-cargo deadlines and documents also apply to non-commercial private yachts. This guide therefore does not apply deadlines such as 24 or 36 hours to yachts. Before arrival, have an agent confirm the yacht's ETA notice, document list, submission method and deadlines with customs and immigration.

Immigration
Crew and passenger entry
Foreign nationals must comply with Libya's entry and residence rules, hold valid travel documents and obtain any required entry authorization through a designated port. The Libyan News Agency reported in 2026 that the Wafed and E‑VISA LIBYA electronic visa systems have been launched. Public information does not say whether foreign private-yacht crew can obtain a visa at a seaport or how temporary shore leave is requested. Each crew member should check visa conditions and confirm manifest submission and shore-leave procedures with immigration at the destination port before sailing.

Douane du navire
Vessel customs
Libya's Customs Law authorizes customs to inspect vessels. Loading, unloading and transshipment must follow designated-port and customs-supervision requirements; ship's stores must also be declared as required. Vessels must complete outward clearance before leaving a customs port. The law also addresses stores retained for use aboard and prohibits transfer to another vessel without approval. Public sources do not confirm the temporary-import period, guarantee, simplified form or specific procedure for foreign private yachts. Confirm with customs and a port agent before arrival.

Quarantaine et biosécurité
Quarantine and biosecurity
Public sources indicate that animal-quarantine arrangements exist at Libyan ports; plant and plant-product matters are handled by the national agricultural prevention and quarantine system. Available sources do not specify declarations or exemptions for pets, food, plants, catch or waste aboard private yachts. Before sailing, confirm certificates, inspection and disposal requirements with veterinary quarantine, plant quarantine and customs authorities. Do not land relevant items without authorization.

Articles interdits ou réglementés
Restricted items
The FCDO says cash exceeding the equivalent of USD 10,000 must be declared on entry or departure; restricted and dutiable items must be declared separately. Confirm how the rules apply to the traveller's nationality and check current procedures.

Formalités portuaires
Libyan ports are overseen by the Ports and Maritime Transport Authority and individual port administrations. Public official sources do not establish a uniform reporting deadline, VHF channel, pilotage requirement, berth location or clearance sequence for foreign private yachts. Before arrival, contact the destination port or Harbour Master, customs, immigration and a local vessel agent to confirm whether the port receives private yachts, whether advance permission is required, and the arrangements for arrival, pilotage, berthing and departure.
Cruiser reports have said that Tripoli Port required contact about 12 hours in advance and a listening watch on VHF 16. The page was last updated in 2010 and is not supported by current official information. Reported, not verified; it must not be treated as a current rule or standard practice at other ports.

Frais et départ
The Ports and Maritime Transport Authority's published Cabinet Resolution No. 393/2025, the Regulation on Port Fees and Sovereign Revenues, imposes a port fee for each vessel entry. The listed rate for a foreign vessel is LYD 0.3769 per gross ton. The regulation also sets a LYD 100 fee for each departure and lists berthing, pilotage, health and other service charges; vessel-related fees are generally payable by the owner or agent before departure. The regulation defines “vessel” broadly but does not clearly classify non-commercial private yachts for each charge, identify applicable fee items or confirm actual exemptions. These figures are not a complete yacht quotation. Before departure, obtain written confirmation from the destination port and agent of this vessel's charging category, itemized fees and customs outward-clearance requirements.

Verification status: To be confirmed. The current published port-fee regulation was checked; classification of private yachts and total clearance costs remain unverified.
