Oversikt
Scope
The Liberia Revenue Authority (LRA) lists Monrovia, Buchanan, Greenville and Harper as seaports for imports and exports. Port facilities are managed by the National Port Authority (NPA); people’s border and immigration matters are handled by the Liberia Immigration Service (LIS). No complete clearance guide specifically for foreign private yachts was found in public sources. Domestic regulations for Liberia-registered yachts should not be applied automatically to visiting foreign-flagged yachts.

Ports of entry / departure
LRA lists Monrovia, Buchanan, Greenville and Harper as seaports for imports and exports. Customs law requires international arrivals to enter at a declared port of entry/exit. This list does not confirm that every port receives foreign private yachts or offers yacht clearance and berthing. Before sailing, confirm the port of entry, Customs and border services, and berthing arrangements with the intended port.

Forhåndsmelding før ankomst
Arrival notification
Section 1400 of Liberia’s Revenue Code requires an international vessel to give advance notice of expected arrival, voyage, crew, passengers, cargo and intended port of entry/exit. The section does not specify one deadline or format; implementation regulations set those details. Available information also does not confirm whether non-commercial private yachts have different requirements. Ask LRA or a local agent about the applicable timing, forms and submission channel for a yacht.

Innreisekontroll
Immigration
LIS manages Liberia’s maritime borders and people’s entry. Crew should check visa requirements based on passport nationality and travel purpose. The official visa platform provides visa information, but does not confirm that private-yacht crew can obtain visas aboard or at a seaport. Confirm crew lists, entry documents and shore-leave permission with LIS and the intended port in advance.

Vessel customs
Liberian Customs law requires international vessels to report on arrival at a declared Customs port, provide information required by Customs and follow inspection instructions. Without authorization, people generally may not leave the vessel to unload or go ashore. Before sailing overseas, vessels must obtain Customs departure clearance under section 1417. Public information does not confirm a temporary-import period, security requirement or simplified declaration for foreign private yachts; ask LRA which procedures apply.

Karantene og biosikkerhet
Quarantine and biosecurity
Section 17.4 of Chapter 33 of Liberia’s Public Health Law requires vessels arriving from foreign ports to undergo quarantine inspection and wait as directed by the health officer at the first port of entry. Ministry of Agriculture regulations also set permit and quarantine requirements for plants, animals and related products. Public sources do not explain any special exemption for yacht pets, food or plant products. Confirm declarations and inspection arrangements with port health and agricultural quarantine authorities before arrival.

Forbudte og begrensede varer
Restricted and prohibited items
Goods entering Liberia are governed by the Revenue Code and other import-control rules; Ministry of Agriculture regulations require permits or quarantine for some plants, animals and their products. A complete restricted-goods list specifically for private yacht stores was not found. Before departure, ask LRA and the Ministry of Agriculture about declarations and permits for weapons, controlled medicines, animal/plant products and other regulated goods. Do not rely only on general traveller-baggage rules to determine what may be brought aboard.

Port procedures
After arrival, make the Customs arrival declaration as required by the port and follow Customs instructions. NPA and relevant port offices manage port facilities and on-site operations. NPA advises that vessel-specific operational requirements should be confirmed with the relevant port. Public information does not give a uniform ETA deadline, anchorage, VHF channel, pilotage or marina process for all foreign private yachts. Contact the destination port’s Harbour Master, Customs, Immigration and agent before sailing to confirm arrangements for the specific visit.

Gebyrer og avreise
Liberian law requires vessels bound overseas to obtain port Customs clearance before leaving a Customs port. NPA maintains a live tariff register for specific ports, terminals and vessel services, but no nationwide clearance/departure tariff for visiting private yachts was found. Commercial-terminal or ordinary commercial-vessel rates should not automatically be applied to yachts. Confirm with the planned port, NPA, Customs and local agent whether yacht port/service fees apply, and request a written quote itemized by length, tonnage, berthing and processing time.
