Overview
Scope
The Kiribati Ports Authority (KPA) lists Betio in Tarawa and Ronton on Christmas Island (Kiritimati) as the main ports of entry. The Customs Act 2019 replaced the former 2005 Act. Confirm berth permission, local agent and arrangements for customs, immigration and biosecurity officers for a foreign private yacht in advance. Do not assume other island ports or marinas are authorized ports of entry.

Ports of entry and exit
Ports of entry and departure
KPA and transport ministry information names two main ports of entry: Betio Port in Tarawa in the Gilbert Islands and Ronton Port on Christmas Island in the Line/Phoenix Islands. The Customs Act requires vessels to proceed to a designated port. This list does not guarantee that all authorities will be on duty when a yacht arrives, and does not mean other island ports can process clearance. Before sailing, contact KPA and an agent at the destination port and obtain written confirmation of yacht admission and immigration, customs and biosecurity services.

Pre-arrival reporting
Pre-arrival notification
Section 17 of the Customs Act 2019 requires the master or agent to provide advance notice, as prescribed, of the vessel's expected arrival, voyage, crew, passengers, cargo and designated port. The usual seven-day cargo declaration in section 18 concerns cargo intended to be landed; it is not a universal seven-day ETA notice for all yachts. KPA separately requires vessels bound for its ports to provide ETA and ETD at least three days in advance and submit vessel details, crew list and related documents. Confirm forms, email address and the applicable scope with KPA or an agent.

Immigration
Crew and passenger entry
The Visa Exemption Order 2023 grants visa-free entry only to the nationalities it lists. Eligible travellers must hold an ICAO-compliant passport valid for at least six months on the planned departure date. The relevant visa-free stay limit is up to 90 days in any 12-month period. Other nationalities should check with Immigration whether they need to obtain a visa in advance. General visa exemptions do not automatically authorize yacht crew to go ashore or change crew; confirm seaport crew formalities separately.

Vessel customs
The Customs Act 2019 requires an arriving international vessel to proceed to a designated port, berth as instructed and submit to customs inspection. Do not unload goods or allow people or goods to leave customs control before release. The relevant provisions require an arriving vessel to report to customs and, before departure, provide required information and obtain outward clearance. The law does not specify a temporary-import period, bond or simplified procedure for foreign private yachts. Confirm the applicable document list with customs at the destination port.

Biosecurity
Quarantine and biosecurity
Sections 14–15 of the Biosecurity Act 2011 require the master to submit a vessel biosecurity arrival declaration at least 24 hours in advance and follow the biosecurity officer's directions to a designated inspection area, submit to boarding inspection and provide the ship's log, manifests, stores and passenger/crew lists. Section 21 restricts discharge of garbage, plant/animal waste, sewage and ballast water without permission; retain and dispose of these as directed by the responsible officer. Before sailing, confirm the applicable form, submission email, designated inspection area and fees with MELAD and KPA.

Restricted items
The schedules to the Customs Act 2019 list prohibited and restricted goods and authorize customs to provide the current list. Alcohol and certain soil or sand products may be restricted. Use the latest customs list to confirm categories and permit conditions. No current rule was found that clearly explains whether firearms or ammunition aboard foreign yachts may be sealed and kept onboard; this does not establish that they are allowed or categorically prohibited. Declare and confirm weapons, controlled drugs, plant/animal products and other sensitive items individually with customs.

Port procedures
Vessels bound for a KPA port must give ETA and ETD at least three days in advance and submit vessel details, crew list and other documents to the agent or KPA Port Control email as required. On arrival, await berthing instructions, submit to inspection and complete clearance as directed by port and customs officials. Cruisers' references to Tarawa Radio/VHF 16 and fixed numbers of document copies were not confirmed by official sources. Reported, not verified. Follow the latest written instructions from KPA and the relevant port authorities.

Fees and departure
The Kiribati Ports Authority (KPA) says local vessel port charges may include port, wharf-use and berthing fees; a specific bill is issued after voyage details are submitted. The page concerns local shipping and does not publish a uniform tariff for foreign private yachts.
Reported, not verified: A cruiser report published by Noonsite on 26 May 2025 says clearance during normal weekday office hours is usually free. It gives reference amounts of AUD 5 per hour per customs officer outside office hours on weekdays, AUD 10 per hour per customs officer on weekends, about AUD 50 per month for the Betio anchorage port fee, and about AUD 60 for use of the Kiritimati fuel wharf. The report also says the author was not charged overtime for one Sunday departure in March 2025, suggesting actual practice may vary. These are an individual's experiences, not official rates or a commitment, and may have changed. Before departure, request a written itemized fee list applicable to the vessel from Customs, KPA, health authorities and the destination port; confirm departure clearance and receipts.
