Scope

The Government of Guatemala provides a temporary-stay permit for foreign non-commercial vessels. Private yachts must also meet the separate requirements for temporary customs admission and crew entry. The government catalogue gives inconsistent month counts in its summary and detailed text for the permit period. Confirm the applicable duration with the competent authority before applying; this guide does not state a single guaranteed period.

Ports of entry and departure

Noonsite and NAVOPLAN yachting references identify Livingston / Río Dulce as common practical entry points for yachts. In this review, no complete official list of designated clearance ports for private yachts was found. Commercial or mixed-use ports such as Puerto Barrios, Santo Tomás and Puerto Quetzal should not be assumed to offer yacht clearance simply because they are commercial ports. Confirm reception and clearance arrangements for the specific port before arrival.

Pre-arrival notification

No official mandatory advance-notification deadline specifically for private yachts was found in this review. Noonsite says it has not found a vessel-notification requirement, but this is third-party experience. A government electronic passenger declaration or customs declaration of people or goods is not the same as a yacht arrival notice. Before departure, confirm the reporting channel and deadline with the intended port, customs and an agent.

Crew entry

Crew members must complete entry and departure formalities according to each person's nationality, travel document and visa category. The immigration authority's individual authorization and passport record govern. No single stay period applicable to all yacht crew was found; the vessel's temporary-stay permit period must not be treated as the crew's residence period.

Vessel customs

Central American customs rules allow eligible visitors from third countries to apply for temporary admission of one non-commercial recreational vessel. Its recreational use must be supported by registration or seaworthiness documents. The customs authorization period is generally linked to the visitor's permitted stay, unless customs decides otherwise. This temporary-admission procedure and Guatemala's separate temporary-stay permit for vessels are two distinct procedures. Confirm the application requirements and applicable period with SAT.

Quarantine and biosecurity

The Ministry of National Defence's published vessel “formal reception and free pratique” procedure requires a health declaration and says maritime, health and immigration authorities inspect vessels within their respective areas of responsibility. When entering territorial waters, the official catalogue also requires the Guatemala flag, the vessel's flag of registry and a quarantine flag to be flown. A dangerous-goods flag is required if the vessel carries flammable or explosive materials.

The procedure does not set out complete quarantine requirements for meat and dairy products, plants, pets or waste carried aboard yachts. If carrying such items, confirm declaration, permit, inspection and disposal requirements with the receiving port's health or agricultural authority before departure. Do not assume general passenger-baggage rules apply to yacht stores.

Restricted items and dangerous goods

The Ministry of National Defence's official arrival-procedure catalogue specifies only that vessels entering territorial waters must fly the Guatemala flag, the vessel's flag of registry and a quarantine flag; a dangerous-goods flag is also required when carrying flammable or explosive materials. This is a vessel-signalling requirement, not authorization to bring those items into the country.

The official yachting materials reviewed did not provide a complete, confirmed list of restricted items for yacht stores. Before departure, confirm declaration and permit requirements by item category with customs, health or agricultural authorities, and any other licensing authority for firearms and ammunition, controlled drugs, plant or animal products, catch, antiques and other regulated goods.

Arrival and departure procedures

For arrival, the Ministry's “formal reception and free pratique” procedure requires information to be submitted through the maritime single window. Maritime, health and immigration authorities review and inspect within their respective responsibilities. The catalogue lists the previous port's clearance (zarpe), general declaration, cargo declaration, ship's stores declaration, crew effects declaration, crew and passenger lists, health declaration and proof of payment among the required documents.

For departure, the Ministry's domestic and international departure clearance (zarpe) may be requested by an individual, legal entity or authorized agent. Submit the online application, identification documents or passports for the applicant and crew/passengers, proof that taxes have been paid, and the relevant payment receipt; upload PDFs as required.

A separate temporary-stay permit is available for foreign non-commercial vessels. Its application materials include the previous port's zarpe, valid vessel registration, crew and passenger lists, temporary import authorization and payment receipt. The government catalogue gives inconsistent durations in the permit heading and body, so no specific period is stated here; confirm it with the maritime authority. Confirm the ports that accept applications, the sequence of procedures and fees in advance.

Fees and departure

The Government of Guatemala catalogue lists a service fee of Q0 and an estimated processing time of 48 hours for the temporary-stay permit for foreign non-commercial vessels. Listed documents include the previous port's zarpe, vessel registration, crew and passenger lists, and customs temporary-import authorization. This is the government processing fee for that permit; it does not mean that customs, port, agent or total departure costs are all zero. The catalogue gives conflicting permit periods in different places; confirm the applicable duration with the authority.
