Djibouti's main international port is in Djibouti City. The port area is controlled by the port commander, and entry or movements within it require advance permission. Official port rules also normally require a locally approved maritime agent for vessels conducting port business, with possible exemptions for some traditional sailing vessels (boutres). These are port-management provisions. Confirm agent requirements and entry arrangements for private yachts with the harbourmaster, immigration and customs before arrival.

Official Ministry of Finance information identifies port facilities at Djibouti City, Tadjourah and Obock for embarking/disembarking passengers from small boats, single-masted sailing vessels or ferries. Djibouti City's L’Escale area serves public passenger transport and pleasure boating. This does not establish international yacht immigration, customs and quarantine capability at every site. Recent yacht reports describe actual clearance in the Djibouti City port area. Obtain written harbourmaster confirmation of the designated entry port and anchorage before departure, and do not enter commercial port areas independently.

Official port operating regulations require vessels intending to enter Djibouti port to submit advance notice to the port commander within the 24 hours before anchorage arrival and at least 6 hours ahead, including ETA, vessel name, flag, maximum draught, previous port and dimensions. Contact the port lookout as prescribed near the pilotage area; vessels with VHF must call the harbourmaster on the listening channel. These rules primarily concern port-operating vessels. Confirm whether private yachts must follow these deadlines and channels. A 2026 yacht report describes being asked on VHF 16 for ETA, persons aboard and previous port about 15 nautical miles out; this is one case, not a uniform rule.

French Foreign Ministry Djibouti travel advice updated in September 2026 states that pleasure yachts cannot use e-visas and visas may be issued at the port. Its recommendation to contact the French Embassy in advance and submit crew passports and vessel registration applies only to French travellers. Other nationalities should confirm visa requirements with Djibouti's official immigration authorities.

Prepare vessel registration, flag-state certificates, crew lists, passports, previous-port departure/clearance documents and intended next-port details, with copies as requested. Port regulations require port commander permission before entering or moving within the port. The official customs website provides the current Customs Code, but public information does not establish private-yacht temporary import, duty-free periods, bonds or a complete departure-document list. Confirm each item with Djibouti Customs, immigration and the harbourmaster before arrival and comply with inspection and declaration requirements.

Current yacht-specific procedures for health clearance, health declarations and food, animal and plant quarantine could not be fully confirmed from Djibouti official public information. Historical seaport health quarantine legislation appears in the official gazette, and agricultural regulations assign veterinary, food-health inspection and quarantine duties. These old laws do not replace current operational requirements. Before arrival, confirm health declarations, vaccination certificates, food and pet-entry rules with port health/quarantine authorities. The WHO's 2022 country list required yellow fever certificates for travellers aged 1 or over arriving from risk countries, and those transiting a risk-country airport for over 12 hours. This information is old; recheck current requirements before travel.

Djibouti's general port regulations expressly subject arms and ammunition to current national law and impose port safety rules on arms, explosives and dangerous goods. Do not assume firearms, ammunition, pyrotechnics, dangerous goods or controlled medicines can be carried freely or treated as ordinary baggage. Before departure, obtain written customs and authority advice on permissions, declarations, sealing or other handling. Rules for ordinary personal medicines, drones, radio equipment and food could not be fully confirmed from the reviewed information and require item-by-item checks.

Official port rules require port commander permission before entering or moving within the port. Some enclosed commercial areas require separate authorisation. Pilotage applies as prescribed; vessels no more than 40 m long are listed as exempt, but must still obey the port commander. Do not enter quays, commercial port areas or prohibited waters without permission. One 2026 yacht report describes VHF contact on approach, a Coast Guard boarding inspection, then visits to the Djibouti harbourmaster's office and immigration. Offices and sequencing may change; follow the day's port instructions. Ministry of Finance information describes L’Escale as a public passenger and leisure-boating area managed by Club Nautique, which does not constitute international clearance authorisation.

Port regulations provide for port-service and call charges. A 2026 yacht crew report says the harbourmaster advised that fees would be paid on departure, but gives no current amounts applicable across vessel types, stays or services. Public tariffs mainly concern commercial vessels and cargo and cannot establish private-yacht totals. Obtain a vessel-specific written quote before arrival and confirm separate agency, pilotage, anchoring/berthing, customs and other service fees. Obtain port outward permission before departure. Official operating rules also require commercial vessels to notify departure times; confirm private-yacht details with the port.
