Foreign-vessel entry overview
Foreign boats and yachts arriving in Croatia from abroad must take the shortest route to a port open to international traffic, complete entry border checks, register arrival and pay navigation-safety charges (e-vignette). Do not anchor at an ordinary anchorage before obtaining the receipt, except where compelled by circumstances, in which case notify the nearest harbourmaster. EU customs temporary import, commercial chartering and passenger entry require compliance with the relevant customs and immigration rules as applicable. Confirm procedures for the vessel type with the harbourmaster before sailing.

Ulazne i izlazne luke
After entering Croatian territorial waters, foreign yachts should follow official nautical information and proceed by the shortest route to a port open to international traffic for formalities. Do not anchor before obtaining the navigation-safety fee payment receipt (e-vignette), except in force majeure, when the nearest harbourmaster must be notified. Consult the Ministry of the Sea, Transport and Infrastructure's NIS nautical information service for port status, border crossings and harbourmaster offices. The e-vignette is proof of navigation-safety payment/arrival registration and does not replace customs or immigration clearance. Persons crossing an external Schengen border still require border checks; internal maritime crossings follow Schengen internal-border rules.

Najava dolaska
Foreign yacht/boat arrival registration and navigation-safety charges can be handled through e-Nautics, with an electronic receipt. The official user manual requires first-time foreign-vessel registration in person at a harbourmaster's office or branch for document verification and system entry. Subsequent annual arrival notifications can be filed online. Pay the relevant fee within 7 working days of electronic notification or it is automatically cancelled. This process sets no uniform advance ETA notice in hours. Separately confirm any voyage plan or arrival-report requirement with the intended entry port.

Immigration
Croatia has joined Schengen. Routine checks at internal Schengen maritime borders have been abolished, while crossing external Schengen borders still requires checks on persons and goods. Check any temporarily reinstated controls and individual identification requirements separately.
Important 2026 update | European Entry/Exit System (EES): Since April 10, 2026, EES has been fully operational at the external border crossings of the 29 participating countries. Eligible non-EU short-stay travellers may need to register passport details, facial images/fingerprints and entry/exit times. Exemptions apply; applicability cannot be determined solely by the vessel's flag. Private yachts must confirm processing arrangements with the actual receiving border port; this does not mean every domestic port can provide clearance.
ETIAS status (November 3, 2026): The official EU website states that it is not yet operational and applications are not being accepted. It is not a travel authorisation currently required for purchase. Recheck once implementation dates are announced.

Vessel customs
Foreign vessels must register navigation and obtain the applicable receipt (vignette) from the harbourmaster. Confirm customs status and temporary import separately.
EU vessel Temporary Admission (separate from personal permitted stays): Qualifying private yachts registered outside the EU and used mainly by eligible residents outside the EU can normally be used temporarily within the EU customs territory for 18 months, with customs duty/import VAT temporarily relieved. Taxes may become due if conditions are not met, the vessel is used commercially or it is not re-exported on time. This is not an 18-month personal visa.

Karantena i biosigurnost
Pets entering Croatia from outside the EU must meet EU animal-health rules. Non-commercial dogs, cats and ferrets require customs document/identity checks at designated entry points, a pet passport or veterinary certificate, microchip identification and valid rabies vaccination records, plus a non-sale/transfer declaration as required. Listed maritime entry points include Dubrovnik, Ploče, Rijeka, Split and Zadar. Meat, dairy and other animal-origin foods, plants, seeds and planting material from third countries face restrictions based on origin and category. Relevant plants require inspection at designated plant-health entry points. Traveller import guidance does not explain sealing/disposal where goods remain aboard; confirm with customs and the port.

Arrival and formalities
Foreign vessels arriving from abroad should take the shortest route to a port open to international traffic for entry border checks and arrival notification. Croatian government guidance requires a vignette before anchoring, except in force majeure. The master must keep the payment receipt and certificates aboard until leaving Croatian territorial waters. The maritime ministry provides eNautika for foreign-vessel arrival declarations and electronic navigation-safety payment receipts. First registration in Croatian waters, or changes in vessel particulars, require an in-person visit to the harbourmaster/branch for verification. Subsequent notifications can follow the system's electronic process.

Navigation and port charges
Foreign yachts/boats must pay applicable navigation-safety and marine-pollution-prevention fees and obtain an arrival receipt (vignette). eNautika/the harbourmaster calculates the amount from vessel particulars and current rules. First registration or changes in vessel particulars require payment at the harbourmaster's office. Subsequent arrivals can use eNautika electronic notification and payment. Berth and concession-operated anchorage fees are separate. No anchoring fee is charged at non-concession anchorages outside public ports. Chartering or multi-day cruise accommodation may also involve tourist tax. Confirm amounts and applicable charges with berth/anchorage operators and the harbourmaster.
