Scope

Immigration status and customs boundaries for voyages to/from mainland Australia differ and must be assessed separately.

Cross-territory reminder: Voyages to or from mainland Australia may still require separate declarations across customs and biosecurity boundaries. DAFF specifically requires non-commercial vessels travelling between the mainland and Christmas, Cocos or Norfolk Island to check reporting requirements separately.

Follow DAFF instructions to the authorised port and remain aboard until permitted to undergo inspections and border formalities. Confirm local port arrangements and available services before sailing.

Pre-arrival reporting

Non-commercial vessels bound for Cocos (Keeling) Islands must report through DAFF's online non-commercial vessel pre-arrival report (PAR). Normally submit between 90 days and 12 hours before expected arrival in Australian territory. Submit a separate report for each voyage to or from external islands such as Christmas Island and Cocos (Keeling) Islands, and between external islands. Update declarations promptly if voyage plans change. Complete reporting as instructed by the DAFF portal and responsible officers.

Visas and immigration checks

The Cocos (Keeling) Islands are an Australian external territory. For flights from mainland Australia, the Department of Infrastructure states that no passport or visa is required, but each passenger, including children, must show photographic identification for customs and immigration checks; a valid passport is acceptable identification. Direct arrivals from outside Australia follow normal Australian border procedures and require passports. Visa requirements depend on nationality and travel circumstances; non-Australian citizens must hold the applicable visa before travel. Check individual visa requirements with the Australian Department of Home Affairs before departure. Domestic mainland–island flight rules are not applied here to international arrivals.

Vessel customs formalities

Australian Border Force (ABF) treats voyages to/from Cocos (Keeling) Islands as international movements for customs purposes. Persons and goods require customs clearance on arrival and departure, and DAFF biosecurity clearance also applies. ABF states that the islands operate under the local Customs Ordinance 1993 border declaration system and that imported goods are not subject to customs duty. Confirm actual vessel declarations, documents and release requirements with ABF and DAFF.

Quarantine and biosecurity

Quarantine-preparation reminder: before visiting Cocos (Keeling) Islands, list meat, dairy products, eggs, fruit and vegetables, plants and seeds, pets, live animals and waste aboard. Ask whether prior approval, health/vaccination certificates, boarding inspections, sealing or designated disposal are required. Do not take these items, animals or onboard waste ashore without instructions from the receiving authorities. This section has not confirmed uniform pet-entry rules or food exemptions.

Australian DAFF reminder: Non-commercial vessels travelling between mainland Australia and Christmas Island, Cocos (Keeling) Islands or Norfolk Island may need separate/updated biosecurity reports. Do not assume that Australian status exempts them from applications.

Arrival formalities

Non-commercial vessels arriving at Cocos (Keeling) Islands must complete biosecurity and customs formalities under Australian border rules. Biosecurity control applies once the vessel enters within 12 nautical miles of the external island. At the first point of entry, undergo biosecurity officers' questioning and inspection as required and obtain pratique before allowing anyone ashore or unloading goods. Customs treats the external-island voyage as an international movement and requires clearance on arrival and departure. Follow the competent authorities' instructions for reporting methods and on-site arrangements.
