Scope

This entry provides passage-planning information for private, non-commercial recreational vessels visiting Bulgaria. Different agencies may handle vessels, people, goods and island visits. Check the third-party experience cited here against the vessel's flag, travellers' nationalities, use and route. An unconfirmed requirement is not an exemption.

Verification status: confirmation needed. No independently verified local official source supports this section. Treat it as planning guidance, not proof of a legal permission, deadline or tariff.

Pre-arrival reporting

For planning, send the receiving port or agent the vessel's name, flag, registration, dimensions and draught, previous port, ETA, next port, crew/passenger lists and contact details. Ask them to confirm reporting channels, deadlines and acknowledgement. No uniform number of hours has been confirmed; do not apply another country's 24- or 48-hour rule. Contact them again if the ETA or lists change.

Immigration

Bulgaria is now in Schengen. Voyages across internal and external borders are treated differently; entering the Black Sea does not itself complete border checks.

Important 2026 update — European Entry/Exit System (EES): From 10 April 2026, EES has been fully operational at external border crossing points in the 29 participating countries. Eligible non-EU short-stay travellers may need their passport details, facial image/fingerprints and entry/exit times recorded. Exemptions apply; vessel flag alone does not determine coverage. Private yachts must ask their receiving border port how to complete the process. This does not mean every national port can clear yachts.

ETIAS status, 3 November 2026: The EU says it is not yet operational and is not accepting applications. It is not currently a travel authorisation that must be purchased. Check again when an implementation date is announced.

Vessel customs

For planning, prepare registration/flag documents, ownership or owner authorisation, insurance, previous-port clearance and an onboard inventory. Ask Bulgarian customs whether temporary entry, leaving the yacht, repairs, crew changes, sale or commercial use require additional formalities. No tax-free period or security conditions applicable to every foreign vessel have been confirmed. Berthing permission is not customs release.

EU vessel Temporary Admission — separate from personal immigration limits: Eligible privately used yachts registered outside the EU and principally used by qualifying non-EU residents can generally remain in the EU customs territory under Temporary Admission for 18 months, with relief from customs duty/import VAT. Failure to meet the conditions, commercial use or failure to re-export on time can create tax liabilities. This is not an 18-month visa for people.

Quarantine and biosecurity

Before visiting Bulgaria, list meat, dairy, eggs, fruit and vegetables, plants/seeds, pets, live animals and rubbish. Ask whether prior approval, health/vaccination documents, boarding inspection, sealing or designated disposal are required. Do not land these goods, animals or ship's rubbish before receiving instructions. This section does not establish uniform pet-entry or food-exemption rules.

Prohibited and restricted items

Before departure, tell the relevant Bulgarian authorities the type, quantity and purpose of any firearms/ammunition, spearguns, pyrotechnic signals, drones, controlled medicines, antiquities, wildlife products or large cash holdings. Confirm declarations, advance permits, sealing and recovery on departure. The specific restricted-goods list and cash threshold have not been verified. Omission from a guide does not imply permission.

Fees and departure

No verified uniform total for Bulgarian yacht clearance is available here. Ask separately about government formalities, visas, vessel permits, quarantine, overtime, port/light dues, berthing, rubbish and agency fees. Confirm currency, per-person/per-vessel charging, validity and taxes, and obtain receipts. Before departure, establish customs, immigration, port and next-port requirements for outward clearance/zarpe. Moving between ports may require separate confirmation.
