Arrival and departure ports
The first port must meet both Australian Border Force (ABF) customs/immigration requirements and the Department of Agriculture, Fisheries and Forestry (DAFF) biosecurity acceptance conditions for a non-commercial vessel's First Point of Entry (FPOE). The permitted arrival port is determined by the Biosecurity Status Document (BSD) issued following the PAR and by directions confirmed by the responsible authorities. A port list or a marina's willingness to berth the vessel does not itself constitute approval. A separate PAR may also be required for a voyage between an external territory and mainland Australia.

Déclaration préalable à l’arrivée
Two separate statutory advance reports are required; neither replaces the other:
- ABF border/customs: The master should notify ABF at least 96 hours before arrival in Australia. For shorter voyages, the notice period decreases with voyage duration: 72 hours' notice for a voyage of 72 to under 96 hours; 48 hours for 48 to under 72 hours; 24 hours for 24 to under 48 hours; and 12 hours for a voyage under 24 hours. Notify [email protected] or +61 2 6246 1325, providing the vessel's name and nationality, first port of entry, ETA, last four ports, people aboard, and risk items.
- DAFF biosecurity PAR: Submit through the official electronic PAR portal no earlier than 90 days and no later than 12 hours before arrival. Since February 2026, only electronic written submissions are accepted. Follow the entry port and conditions specified in the Biosecurity Status Document (BSD).

Immigration
Entry for people
Have passports, applicable visas, and incoming passenger cards ready. Individual visa and stay eligibility have not been checked by nationality.

Vessel customs
ABF requires the master to provide voyage and passenger details and complete the Small Craft Arrival Report as directed. Temporary import, import duty, GST, and other vessel permits may have separate conditions; the biosecurity PAR alone does not determine them.

Quarantaine et biosécurité
- Follow the electronic PAR and the BSD you receive. People may leave the vessel and goods or rubbish may be unloaded only after pratique / biosecurity clearance has been granted.
- Vessels are subject to biosecurity inspection. Wooden structures, pets, plants, animals, and risk foods on board may lead to additional inspection conditions.
- If the arrival location, ETA, or risk circumstances change, promptly notify DAFF through the PAR amendment channel.

Declare firearms and weapons on board to the Australian Border Force on arrival. Firearms, parts, and ammunition are subject to import controls; required police certificates or import permits depend on the item category. If ABF takes custody of weapons, contact ABF at least one week before departure to arrange their return.

Arrival procedures
Coordinate the first port and inspection time with ABF and DAFF in advance. Wait at the designated location in accordance with the BSD and directions from the responsible authorities. Do not go ashore until both ABF and DAFF have authorised it. A voyage between an external territory and mainland Australia may require a new declaration.

Frais et départ
Fees and departure
ABF generally does not charge for border clearance services. DAFF biosecurity services are charged on a cost-recovery basis; inspections, out-of-hours service, waste handling, port, towage, and agent charges may be additional. There is no single total fee applicable to every yacht. Departure must still be handled under ABF rules; an arrival PAR is not departure clearance.
