Choose the UAE entry location based on the intended emirate and vessel type; not every commercial port can clear a private yacht. Abu Dhabi Maritime’s foreign-yacht clearance procedure lists Mina Zayed, Khalifa Port and Mugharraq Port for arrival/departure clearance. Dubai’s government immigration service for vessels in port describes application procedures for Jebel Ali, Hamriyah and Shindagha ports. These lists are not a complete national directory. Before sailing, ask the destination agent whether the port accepts foreign yachts, whether border/Customs clearance must first be completed at a designated port and what berths or anchorages are available.

Engage an approved yacht agent at the destination port as early as possible and provide vessel registration, insurance, crew/passenger details, voyage information and ETA. Abu Dhabi Maritime’s foreign-yacht clearance procedure recommends sending the agent documents at least 7 days ahead and requires the agent to enter voyage details at least 48 hours before arrival. A 2023 notice for Mugharraq Port separately requires appointing an agent at least 72 hours in advance and notifying the authority at least 48 hours ahead. Dubai’s 2020 local regulation requires agents to register visiting vessels and designate a port of entry at least 48 hours before entering Dubai waters. These deadlines belong to different local procedures and are not interchangeable; confirm the current deadline and documents with the destination agent.

Everyone aboard should carry valid travel documents that meet entry requirements. Whether a visa is required in advance or can be obtained at the port depends on nationality, purpose and applicable entry policy. The UAE Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) offers a port-entry permit service and publishes conditions for temporary entry permits for seafarers/crew. Dubai’s visiting foreign yacht navigation permit also requires an entry permit issued by the General Directorate of Residency and Foreigners Affairs in Dubai and lists of passengers and crew. Obtain border/immigration permission before people go ashore or crew transfer. Ask the destination agent which authority handles the application and what lists/documents are needed.

On international arrival, the master/agent must declare to Customs and cooperate with inspection as required by the destination port; onboard stores, personal effects and vessel documents may be checked. Sailing a yacht into the country is different from importing the yacht as cargo. Dubai’s visiting foreign yacht permit process requires a Dubai Customs inspection report; when a yacht is shipped in as cargo, the Dubai Maritime Authority page separately requires a bill of lading and customs-broker information for a Customs undertaking. Abu Dhabi Customs guidance for importing small recreational boats says the vessel must be cleared as cargo or through a customs broker and may incur duty and VAT. Those import taxes should not automatically be applied to a foreign yacht making a temporary visit. Have the destination port Customs/agent confirm declaration, temporary admission, security, onboard stores and exit-cancellation requirements based on flag, vessel use and actual entry method.

The UAE regulates animals, plants and agricultural goods through permits and quarantine inspections. The Ministry of Climate Change and Environment service generally requires advance import permits for pets such as cats and dogs and inspection at the port of entry; seeds, plants and seedlings also require category-specific permits and port inspection. Available information does not establish that every emirate uses identical declaration procedures for food, pets and vessel stores aboard private yachts. If carrying pets, plants, meat or other quarantine goods, confirm with the intended port, local Customs and quarantine authorities whether they may be brought, whether advance permits are needed and which entry point to use.

UAE Customs regulates prohibited and restricted goods. Restricted goods require approval from the responsible authority, and the master and people aboard must declare vessel stores and personal effects as required. Firearms, ammunition, controlled medicines, animals, plants and their products may be strictly restricted or require prior permits; do not assume personal or onboard use makes an item permissible. Before departure, confirm specific permits, quantities and declaration methods with the destination Customs and relevant authorities. Avoid carrying items whose legality or permit status cannot be confirmed.

UAE port formalities combine federal Customs/border rules with the requirements of each emirate’s maritime authority, port and marina. Public information does not show one clearance process for every private yacht nationwide. In Dubai, visiting foreign yachts must arrange berthing through an approved agent, club or marina and obtain a Dubai Maritime Authority navigation permit. The authority requires the agent to apply within five working days after the yacht enters Dubai. Documents include vessel registration/ownership, insurance, master/crew qualifications, entry permit and berth approval; a Dubai Customs inspection report, Immigration entry permit and people-on-board list are also required before issuance. Do not apply Dubai deadlines or document lists to other emirates; confirm entry point, berth approval, inspection sequence and departure formalities with the destination agent before arrival.

The public material reviewed does not provide one clearance/departure fee schedule for all emirates and private yachts. Charges may depend on emirate, port/marina, agent, whether the yacht is making a temporary visit or being imported as cargo, and the permits/inspections required. Dubai Maritime Authority publishes visiting foreign yacht navigation-permit fees by vessel length; Abu Dhabi Customs’ small recreational-vessel import guidance concerns imported boats and includes customs duty and VAT, so it should not automatically be applied to short-term visitors. Before departure, confirm permit, inspection, agent, berth and exit-declaration charges with the port agent, Customs and maritime authority, and confirm release procedures.
