Do you mean “Report Missing Facility”? If so, this feature allows you to report facilities that are missing from the map. After a facility has been reported, other users who come near that location may see a popup asking something like, “Is there a [facility] nearby?” If the report is approved by more than 5 users, it will then be permanently displayed on the map. This feature is not fully completed yet, but reported facilities can already be displayed on the map.

Oh, I understand what you mean now. The Report layer shows locations that have been reported by users. Once someone reports a missing facility, that reported location can appear on the map. The “Report missing facility” button in your screenshot is used to submit a new missing facility.
